One tip to build intrapreneurial culture is to help innovators deliberately overcome a major blind spot: learning from other functions and their challenges.
In one instance, we helped a client do this via an event where each day was dedicated to a different team. Employees won prizes for answering quiz questions about that team's work and challenges. That turned out to be both an engaging and informative experience for all.
